Hamdan bin Mohammed appoints Dr. Rabaa Al Sumaiti as CEO of Rashid and Latifa Schools Establishment
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence and Chairman of The Executive Council of Dubai, issued Executive Council Resolution No. (15) of 2025 appointing Dr. Rabaa Al Sumaiti as CEO of the Rashid and Latifa Schools Establishment. The resolution will be effective from the date of its issuance and will be published in the Official Gazette.
Dr. Rabaa Al Sumaiti brings to the new role extensive experience in the educational sector, having held several prominent positions, including Assistant Undersecretary for the Performance Improvement Sector at the Ministry of Education, and Director General of the Emirates Schools Establishment.
She also served as the official representative of the UAE on the Board of Trustees of the Programme for International Student Assessment (PISA) of the Organisation for Economic Cooperation and Development (OECD) and the General Assembly of the International Association for the Evaluation of Educational Achievement (IEA).
Dr. Rabaa Al Sumaiti holds a PhD in International Education Management from the British University in Dubai in partnership with the University of Birmingham, UK, and a Master’s degree in Education from the University of Bristol in the UK. She is a graduate of the Dubai Government Programme for Young Leaders and the UAE Government Programme for Executive Leaders.
The Rashid and Latifa Schools Establishment (RLSE), formed through the merger of the Rashid School for Boys (RSB) and Latifa School for Girls (LSG), aims to provide a transformative educational experience that transcends traditional methods, serving as an incubator for the future leaders of the nation.

Hamdan bin Mohammed forms the Board of Trustees of Rashid and Latifa Schools Establishment
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai has issued Resolution No. (54) of 2022 forming the Board of Trustees of Rashid and Latifa Schools Establishment.
As per the Resolution, the Board of Trustees is chaired by His Excellency Dr. Ahmad Belhoul Al Falasi. Her Excellency Mariam Mohammed Almheiri serves as the Vice Chairperson.
Other members of the Board include: His Excellency Abdulla Mohammed bin Touq; His Excellency Omar Sultan Al Olama; Huda Al Sayed Mohammed Al Hashemi; Helal Saeed Al Marri; Hala Badri; Khalfan Juma Belhoul; Moaza Saeed Al Marri; Dr. Hassan Mirza Al Sayegh; and Hana Hashim Al Hashemi.
This Resolution is effective from the date of issuance and will be published in the Official Gazette.

Mohammed bin Rashid issues directives to implement comprehensive development plan for Rashid School for Boys and Latifa School for Girls
Under the directives of Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Rashid and Latifa Schools Establishment announced a comprehensive plan for developing Rashid School for Boys and Latifa School for Girls.
The development plans, which will be implemented starting from July 2021, aim to further enhance the facilities and capacity of the schools.
The institutions, which are two of the oldest and most prestigious schools in Dubai, count several Dubai leaders and public figures among its alumni. Many of HH Sheikh Mohammed bin Rashid’s children graduated from the schools. Crown Prince of Dubai and Chairman of The Executive Council of Dubai His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai His Highness Sheikh Maktoum bin Rashid Al Maktoum and Chairman of the Dubai Media Council His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum graduated from the Rashid School for Boys. Women leaders and public figures who graduated from Latifa School for Girls include Chairperson of Dubai Women's Establishment Her Highness Sheikha Manal bint Mohammed bin Rashid Al Maktoum and Chairperson of Dubai Culture Her Highness Sheikha Latifa bint Mohammed bin Rashid al Maktoum.
Chairman of the Board of the Rashid and Latifa Schools Establishment His Excellency Dr. Ahmed bin Abdulla Belhoul Al Falasi affirmed that the leadership places the highest priority on education and considers the development of the sector a strategic objective. He said the development plans, aimed at enhancing the educational capacities of the schools, is part of the continuous enhancement of the educational system in Dubai.
The plans focus on providing the schools with all the facilities needed to enhance the educational experience. He said implementing the development plans requires a complete shutdown of both institutions to ensure the safety of students and faculty. Students from the two schools will be enrolled in other schools in coordination with Dubai’s Knowledge and Human Development Authority. Once the implementation of the development plan is completed, operations within the two schools will resume in September 2023.
Latifa School for Girls, which opened in 1982, offers high-quality education based on the British curriculum and the Arabic and Islamic curriculum approved by the UAE Ministry of Education. Rashid School for Boys, which was established in 1986 as a secondary school, added an elementary section in 2003. The school provides an exceptional learning environment and some of the best educational resources in the region.
